Okay, to set the scene do you know the stereotypical questionable sidewalk vendor? You know, looks only a step or two above homeless and has a spread of CDs, DVDs, jewelry, and other portables that almost screams stolen? Okay, can you imagine any circumstances under which you'd consider buying a lock from such a person? I can't, and yet there was one selling a couple of padlocks along with the rest of "his" stuff.
The only reason I'm not positive their crooks is that they set up along Market street, which has regular police presence, but in cars and on foot. Then again, I have no idea how long the sellers are in any one spot. And I can't think of any legitimate reason for their inventory to be as random it it seems.
